EuroGeographics Data Policy
The EuroGeographics Data Policy establishes the policy that governs the provision of EuroGeographics data.
For the purpose of this document, “EuroGeographics data” are the products and services developed by EuroGeographics in its role as the Association of European National Mapping, Cadastre and Land Registration organisations. The term “EuroGeographics data” relates to all data, products and services which are or will be generated on the basis of the data and/or services of its members.
The EuroGeographics Data Policy has the following objectives:
a) maximising the use and sharing of geodetic, topographic, cadastral and other information about features on, above or below the earth’s surface;
b) providing full and open access to information[1] aggregated at European Level from NMCAs data and services, subject to any relevant security restrictions;
c) strengthening environmental, security and other location related policies and services to improve the life of citizens and stimulate markets in Europe, in particular the downstream sector, with a view to enabling growth and job creation;
d) contributing to the sustainability of relevant EC policies and services requiring geo-spatial reference data and information, in the interest of effective governance;
e) supporting the European academic and research communities.
These objectives apply to the EuroGeographics data policy jointly established by the members of EuroGeographics, including full and open access[2]. Such an approach aims at maximising the beneficial use of EuroGeographics and NMCA data for the widest range of applications and intends to stimulate the uptake of information based on location specific data and services for end users. Thus it responds directly to the increasing demand for Earth observation data in the context of climate change initiatives and in support for the implementation of environmental policies.
The principles of the EuroGeographics Data Policy are that:
s anybody can access[3] all EuroGeographics data; in particular, public, commercial and scientific users and European or non-European users;
s viewing EuroGeographics data is free of charge;
s EuroGeographics data will be made available to the users via direct supply and increasingly web services[4]. Online access is subject to a user registration process and to the acceptation of generic terms and conditions;
s Additional access modes and the use[5] of EuroGeographics data will be tailored to specific user needs, and therefore subject to tailored conditions[6];
[1] including free at the point of use data and services where their use has been paid for by others than the end user. In compliance with the INSPIRE Directive, prior agreements should be used to prevent practical obstacles to the sharing of EuroGeographics data occurring at the point of use.

[5] use shall include on any computer system whether internal or external to the user and is subject to a licence from EuroGeographics.
[6]In compliance with the INSPIRE Directive, where charges are made, these shall be kept to the minimum required to ensure the necessary quality and supply of EuroGeographics data together with a reasonable return on investment, while respecting the self-financing requirements of public authorities supplying EuroGeographics data, where applicable.
