The establishment of the EuroGeoNames (EGN) infrastructure and associated services will consist of four periods,

• the initiation phase (month 1 to 8),
• the development phase (month 9 to 17),
• the implementation phase (month 18 to 26) and
• the completion phase (month 27 to 30).

The following figure shows the spiral engineering process necessary to set-up EuroGeoNames (the tasks rendered in grey have already been accomplished):

The following project activities are reflected in the spiral engineering process:

• Initiation phase (month 1 to 8)
  • Includes initial workshops with the Reference Group and on user/business requirements;
  • Delivers a communication plan, the selection of data, the conceptual schema and the “strawman”.
• Development phase (month 9 to 17)
  • Includes workshops on business models and on implementation plans;
  • Explores potential business models;
  • Delivers metadata profiles, application schema, exonym service, EGN Web Service prototype & interfaces compliant to ISO/OGC and Unicode open standards as well as a reference application prototype
  • facilitating user query for names searches and for the visualization of search results.
• Implementation phase (month 18 to 26)
  • Delivers the different components and interoperable services & interfaces of the EGN infrastructure, a reference application, a business model and a marketing concept, guidelines and specifications;
  • Integrates as an example, the EGN Web Service into a specific client application.
• Completion phase (month 27 to 30)
  • Includes a closing workshop;
  • Delivers final assessments and reports.

Project structure
The overall project work plan is broken down into 13 main work packages comprising 33 tasks. Most of the work packages are sufficiently independent to allow parallel execution.
